- Second, obtain support of university faculty and leadership
- Third, gain 20 member petitioners
- Fourth, gain 10 non-member petitioners
- Fifth, prepare bylaws and constitution for new club
- Sixth, develop programs that will attract and interest members during the initial club period
- Seventh, show a steady increase in membership during club period
